If you are a residential customer and have less than 40 bulbs, contact your local city hall and ask if your city has drop off locations for its residents. 

How Does The Mail Back Recycling Kit program work:

1.  Our pre-paid recycling program is for lamps/bulbs, exit signs, ballasts, batteries, electronics and thermostats. Each kits price includes a container, all shipping costs to the recycling center, recycling costs and a certificate of recycling. You should receive your container(s) in 3-8 business days or less once ordered.  You have one year to return them to us. On the website businesses can choose which containers will best serve their needs. Containers are available for fluorescent lamps, CFLs, ballasts, batteries, electronics, and thermostats.

2. Once the containers have been received a business can fill them up at their own pace. Each container is pre-printed with simple step-by-step instructions in both English and Spanish.

3. When a container is filled and sealed, the business can call the FedEx phone number that comes on each box to schedule a pre-paid pickup from their location. The filled container will be delivered for recycling to one of BulbCycle’s permitted facilities located within the United States.

Universal Waste in Santa Clara California – Department of Toxic Substances Control

According to the California Department of Toxic Substances Control:

Universal Waste is a universal problem.

Universal waste comes primarily from consumer products containing mercury, lead, cadmium and other substances that are hazardous to human health and the environment. These items cannot be discarded in household trash nor disposed of in landfills. Examples of universal waste are batteries, fluorescent tubes, and many electronic devices.

  • Batteries — Includes most household batteries, AAA, AA, C, D, button cell, 9-volt, and all others, both rechargeable and single use –Cadmium, Copper and (In older batteries) Mercury
  • Discarded Battery Management at Facilities Handling Solid Waste and Recyclable Materials
  • Cell Phones — Antimony , Arsenic, Beryllium, Cadmium, Copper, Lead, Nickel, Zinc
  • Electronic Waste and CRTs — Arsenic, Cadmium, Lead, PCBs
  • Electronic Devices –Lead
  • Fluorescent Lamps — Mercury
  • Information on the Mercury Thermostat Collection Act of 2008
  • Mercury wastes like thermometers and toys — Mercury
  • Non-empty Aerosol Cans — Propane, Butane, Pesticides

California Law

According to California law, all fluorescent lamps and tubes are considered hazardous waste in California when they are discarded because they contain mercury. (Title 22, division 4.5, chapter 11, section 66261.50)

This includes:

Fluorescent lamps and tubes:

  • Fluorescent tubes, including low mercury tubes.
  • Compact fluorescents, including low mercury lamps.

High Intensity Discharge (HID) Lamps:

  • Metal halide lamps, such as floodlights for  large indoor and outdoor areas and gymnasiums.
  • Sodium lamps, such as those sometimes used as security lighting and outdoor floodlights.
  • Mercury vapor lamps, such as those sometimes used for street lighting.

All fluorescent lamps and tubes must be recycled, or taken to a household hazardous waste disposal facility, a universal waste handler (e.g., storage facility or broker), or an authorized recycling facility. (Title 22, division 4.5, chapter 23, section 66273.8) (The law requiring that fluorescent lamps be recycled or taken to a household hazardous waste disposal facility, a universal waste handler, or an authorized recycling facility has been in effect since February 9, 2006.)

When mercury-containing lamps or tubes are placed in the trash and collected for disposal, the lamps or tubes are broken and mercury is released to the environment. Mercury vapors from broken lamps or tubes can be absorbed through the lungs into the bloodstream. People who are particularly close to the breakage are especially at risk. Mercury from broken lamps and tubes can also be washed by rain water into waterways.

According to a report entitled Household Universal Waste Generation in California, August 2002, there were 15,555,556 fluorescent lamps sold in Santa Clara California in the year 2001. According to survey results published in the report, only 0.21% of these lamps were recycled.
