Alabama Regulations
ADEM Administrative Code, Division 14
Learn more about universal waste regulations in the state of Alabama:
In Alabama, the management and recycling of universal waste, including fluorescent light bulbs and LED lamps, are governed by the Alabama Department of Environmental Management (ADEM). These items are categorized under the state’s Universal Waste Rule, aligning with federal regulations to ensure safe and environmentally responsible disposal practices.
According to the Alabama Department of Environmental Management, “Business, industry, and other institutions generating more than 100 kilograms (~220 pounds) of hazardous waste in a calendar month have two options for managing their hazardous lamps: 1) Manage them as hazardous waste according to the applicable regulations found in ADEM Admin. Code chapter 335-14-3; or 2) Manage them as universal waste according to the applicable regulations found in ADEM Admin. Code chapter 335-14-11. Refer to ADEM’s Small Quantity Generator Hazardous Waste Handbook for further information regarding the management of hazardous waste and universal waste generated by small quantity generators and very small quantity generators.”
Fluorescent light bulbs contain mercury, a hazardous material, necessitating careful handling and disposal. In Alabama, it is highly recommended—and in many cases required—that these bulbs be recycled to prevent environmental contamination. Prepaid recycling by mail services are available, allowing for convenient and compliant disposal of used bulbs.
LED lamps, while more energy-efficient and longer-lasting than traditional lighting, can contain hazardous substances such as lead and arsenic. Although Alabama’s regulations do not specifically classify electronic scrap, including certain LEDs, as universal waste, it remains essential to dispose of these materials properly in accordance with federal, state, and local regulations. This ensures that potentially harmful components do not enter the environment.
For detailed guidance on the handling, storage, and disposal of universal wastes, including lamps, individuals and businesses should refer to the ADEM Administrative Code, specifically Division 14, which outlines hazardous waste management protocols. Adherence to these regulations not only ensures compliance but also promotes environmental stewardship by minimizing the release of hazardous substances into the environment.

Why recycle?
Fluorescent and LED bulbs are commonly used in homes, businesses, and industries across Alabama, but their disposal can pose a significant environmental challenge.
Proper recycling of fluorescent and LED bulbs is crucial to prevent harmful chemicals, such as mercury, from leaking into the environment and to reduce landfill waste. At BulbCycle, we make recycling fluorescent, CFL, LED bulbs and more! easy and safe. If you’re wondering, “How do I dispose of fluorescent bulbs near me?” or “Where to recycle LED bulbs in Alabama?”—you’ve come to the right place.

Why is Recycling Fluorescent & LED Bulbs Important?
Recycling fluorescent and LED bulbs properly is vital for several key reasons:
Protecting the Environment
Fluorescent bulbs, including compact fluorescent lamps (CFLs), contain mercury, a toxic substance that can contaminate soil and water if disposed of improperly. Recycling these bulbs prevents mercury from ending up in landfills and leaching into the environment.
Reducing Hazardous Waste
LED bulbs, while not as hazardous as fluorescent bulbs, still contain electronic components that need to be handled responsibly. Recycling both fluorescent and LED bulbs ensures that toxic materials are properly separated and do not contribute to hazardous waste buildup.
Resource Recovery
Fluorescent and LED bulbs contain valuable materials like glass, metals, and phosphor coatings that can be reused in the production of new bulbs or other products. Recycling helps conserve natural resources by reducing the need for virgin materials.
Alabama Regulations
Alabama has strict laws about the disposal of universal waste, including fluorescent and LED bulbs. Under the state’s hazardous waste regulations, these items must not be thrown away with regular trash. Recycling helps residents and businesses comply with the law and avoid fines.
